The Senate assembled at 11:00 A.M., the hour to which it stood adjourned, and was called to order by the PRESIDENT.

A quorum being present, the proceedings were opened with a devotion by the Chaplain as follows:

Father, we pray again! We ask Your special healing hands to be upon our dear colleague, Senator J. VERNE SMITH and his wife, Jean. Be with them and their doctors and restore them to health.

These are days of destiny calling for a good people to join with our president, Your servant, George W. Bush, in the effort to bring in a WORLD to be called the Beloved Community.

We remember the challenge of General MacArthur on the battleship in Tokyo Bay, when he said:

"We have had our last chance.

If we do not devise some greater and more equitable

system, Armageddon will be at our door!"
