A CONCURRENT RESOLUTION

TO EXPRESS THE PROFOUND SORROW OF THE MEMBERS OF THE SOUTH CAROLINA GENERAL ASSEMBLY UPON THE PASSING OF DR. FRANCIS LANIER SHULER OF DORCHESTER COUNTY AND TO EXTEND THE DEEPEST SYMPATHY TO HIS FAMILY AND MANY FRIENDS.

Whereas, the members of the South Carolina General Assembly were deeply saddened to learn of the death of Dr. Francis Lanier Shuler of Dorchester County on February 17, 2010; and

Whereas, a son of the late Samuel Richard and Winifred "Winnie" Long Shuler, Dr. Shuler was born on Easter Sunday, April 4, 1926, in the Providence community of Orangeburg County on the land his ancestors were granted in the 1700s; and

Whereas, he learned much about farming, dairying, and a love of animals from his father, as well as a love of education from his mother. He lived and attended rural schools in that community until he left for college; and

Whereas, in pursuit of higher education, he studied at the University of South Carolina from 1942 to 1943. After his freshman year, he returned home to help his father on the farm. At age eighteen, he entered the United States Navy, receiving his boot camp training at Bainbridge, Maryland, afterward serving as quartermaster aboard a tanker, the U.S.S. Chuckawan, in the Caribbean; and

Whereas, following his eighteen-month tour of duty in the Navy, he attended The Citadel, picking up a few courses he would need for preveterinary medicine. He then moved to Gadsden, Alabama, with thirty-five dollars in his pocket and a letter of introduction to a friend of a friend. He lived and worked there until he established residence, hoping to get into Auburn; and

Whereas, after his acceptance to veterinary school, he married Doris Wakefield. He graduated fifth in his class of sixty students, began a mixed practice in St. George in July 1953, and served the upper part of Dorchester County from that time until his passing; and

Whereas, believing a man should be active in his community and beyond, Dr. Shuler was a member and past vice president of Phi Zeta, a member of the American Veterinary Medical Association, member and past vice president of the South Carolina Veterinary Medical Association, a life member of the Auburn Alumni Association, and member and past commander of American Legion Post 105; and

Whereas, he was instrumental in founding Dorchester Academy and was a former board chairman of the academy and also served as an ex-officio member of the board. When the school decided to build a gymnasium, he undertook the job of "volunteer overseer." In recognition of all his time and devotion given to the school over the years, the gym was named in his honor; and

Whereas, also well respected by his professional colleagues, he was named South Carolina Veterinarian of the Year in 1992: and

Whereas, Dr. Shuler enjoyed traveling; bridge; sports, especially fishing; and good food, but mostly he enjoyed his family and friends. He found further satisfaction in serving his God at St. George United Methodist Church, where he was on the board of trustees for three years and board of stewards for three years; and

Whereas, he and his dear wife of sixty years, Doris, raised two fine sons, Eric and Glenn, who have blessed their parents with eight grandchildren and four great-grandchildren; and

Whereas, grateful for the high standards Dr. Shuler brought to his professional, civic, and personal life, the General Assembly with one voice celebrates the lasting legacy this dedicated son of South Carolina has bequeathed to the Palmetto State. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That the members of the South Carolina General Assembly, by this resolution, express their profound sorrow upon the passing of Dr. Francis Lanier Shuler of Dorchester County and extend the deepest sympathy to his family and many friends.

Be it further resolved that a copy of this resolution be provided to Mrs. Doris W. Shuler for the family.
