May these "shepherds" employ wisdom and demonstrate steady integrity in their leadership of our State -- to Your glory, of course, and for the betterment of all of our citizens. Senator COURSON rose for an Expression of Personal Interest.
I disseminated to the body an article on Senator PAUL THURMOND and I think it's appropriate that I make a few comments. Many of you have asked me what I think about PAUL THURMOND. I guess that is because of my relationship with his late father, former Senator STROM THURMOND. I really didn't know PAUL THURMOND before he was elected to the Senate. As many of you know, I have a Robert E. Lee wall, a Ronald Reagan wall, and I also have a STROM THURMOND wall in my Senate office. I have a picture of PAUL THURMOND with his family when he was five years old walking around the Capitol lawn in Washington D.C. I became politically involved with his father in 1964 when I was sitting in the Sigma Chi house at the University of South Carolina and STROM THURMOND came on national television and said he was going to support Barry Goldwater for President. Senator SETZLER, you may recall this event. He also said he was going to switch political parties and become a Republican. Now in 1964, there was not a single Republican elected official in the Palmetto State, and he was up for re-election in 1966. He would be running without the benefit of a political party infrastructure. I thought, "Gosh, this guy's got guts and guts mean something." So I became politically involved with him at the basic grass roots by climbing telephone poles to put signs up and putting bumper stickers on cars. I was honored later in 1984 and 1990 to be his state chairman. He then asked me to be the treasurer of his campaign committee, which I felt warm about because at least he felt I was honest -- to allow me to sign his checks. Senator PAUL THURMOND, your dad was a very tight individual, he could get eight pennies out of a nickel. But I really didn't know Paul. My relationship with his father was very political -- I was never on his federal staff and was never paid anything for my campaign work. I had tremendous admiration for what he did, not just for being a conservative, but the guy had guts. One of my most memorable experiences was going with him to Normandy in 1987, where he landed in a glider on the night of June 5, 1944. PAUL THURMOND ran for County Council in Charleston and was elected. Then he ran for the Senate, and was elected. And I didn't know him. His brother, Strom, was a page for me for a couple years so I knew him, and of course I knew his mother. Anyway, he was elected to the Senate and people would call and ask, "Who is PAUL THURMOND? Do you know him?" I'd say, "I don't." And so, I received a call from Paul shortly after the 2012 election. His sister Essie Mae Washington had passed away, and he called to ask if I would attend the funeral with him. I went and it was the start of a personal friendship.
On June 23, 2015, the Governor asked several of us, Senator PEELER and others, to meet with her that afternoon to talk about the Battle flag, which I did. I walked in her office and Senator THURMOND was there. The meeting concluded and Paul and I came back to my office. He had been working on a speech the previous weekend that will probably be called the "Speech of the Senate" this year. He asked if he could read it to me. I listened to the speech and made some suggestions that I thought might improve his remarks. He incorporated some of my ideas, and, like his dad, he discarded my other thoughts. His remarks to the Senate on July 6 were passionate and well delivered. The Governor asked those attending the meeting to stand with her at the afternoon press conference. When he got ready to leave my office, I said, "We really need to go and stand with her, we cannot leave the Governor out there alone. If we are going to support relocating the Battle flag to the Confederate Relic Room then we need to go and stand with her." I think the powerful optics of PAUL THURMOND being there cannot be overestimated. No one present was more important than PAUL THURMOND. A gutsy call by Senator THURMOND because of what that family has meant to this State.
I was requested by the Republican Senate leadership to talk with Senator THURMOND about whether he would delay the remarks planned for June 24 until after we amended the Sine Die Resolution to allow for debate on the Battle flag beginning in July. I made the request to Senator THURMOND, and he refused, saying that he felt it was necessary to give his speech to the Senate on June 24. He is independent and can be sort of stubborn, just like his father. When I enter the chamber, I look at the portrait of his father and at least weekly, I visit the monument to his father on the State House grounds. I was honored to be the proponent of the portrait and the monument -- I was chairman of both endeavors. Senator THURMOND, after the events of the past two weeks, I am confident your proud father is looking down from heaven and saying, "That's my boy."

Thank you, Mr. PRESIDENT, lady and gentlemen of the Senate. Kim, my wife, is my conscience and my timekeeper. When I got home last night, she reminded me that I went beyond what she allows -- 15 minutes -- anything worth saying can be said in such a time frame. She granted me this, but I will not hold the floor for the length of time on the amendment I offered yesterday.
I do want to try to put a capstone on my thoughts and share with you some verses from a hymn that my mother sent to me less than an hour ago. To me it encapsulates the ministry in life and death of Clementa. It embodies his ministry and the experience of South Carolinians over the last 19 days. I believe historically it embodies the life and testimony of the South Carolinians that have preceded us in the 20th century, the 19th century, the 18th century and the 17th century. It is my prayer that it will be the testimony that embodies the life of our children and grandchildren. "Turn your eyes upon Jesus and look full in his wonderful face and the things of this earth will grow strangely dim." So much of the truth of that word has been lived in creed. I heard you, Senator CAMPSEN. I reflected on it. So much of it has been demonstrated here in this chamber and on the streets of our cities and in the prayer rooms of our gatherings -- even in our private places of meditation and prayer. So I'm encouraged. I'm encouraged that things that transcend time and carry eternity will remain poignant for us. I also had a meditation by someone close to me who reminded me of the struggles of a very human but yet very saintly servant of the lord, King David. A man that sought the face of God in trying times. Who had to deal with the aftermath of his fallen state. I'm talking about his child with the wife of Uriah. The sack cloth of ashes, the lamenting and anguish as he implored the Lord to fix things that humans can mess up. Well, the Lord didn't immediately answer the prayer of life for that child. After seven days that child died, but David arose and went forth. He sat down for bread. He praised God. He led his people into the greatest times of blessing and rejoicing that that family had foreseen. I'm so anxious and so looking forward to that for our family and our people.
Not knowing I will have another opportunity, I have one more family opportunity to share with you. I hope this is emblematic of a lot of people who will have their story told. But in the spirit of fairness within my own family, let me invoke the memory of my children's great-grandfather -- the great-great-grandfather of my wife. Ruben Owens, age 19, enlisted in early 1861, Company A, 10th South Carolina. 10th South Carolina brigaded with the 19th, and served in the army of Tennessee. He had unspeakable hardships and struggles throughout that war. But the poignant experience that is recorded in history that is still near and dear to his descendants is something that touches on eternity. It was a hot summer in 1864. Things were looking bad. Joe Johnston had a systematic retreat in Georgia, in the desperate battle of Atlanta. There Ruben Owens was the color bearer again. Not all of my great grandfathers were color bearers, or my family, but these two were. Owens was with his captain and dear friend, John Palmer. At the conclusion of the battle, R.R. Owens interred his captain in a makeshift shallow grave and erected a small wooden plank with Captain Palmer's identity. In the following spring, upon returning to upper Dorchester County, he took Captain Palmer's father back to the battlefield and found that burial site. He brought R. R. Owens back to a small Methodist chapel in Ridgeville, South Carolina. He went off to war not contemplating so many matters of eternity but through the hardships, cruelty, viciousness and ugliness of war, he looked and sought something better. The Lord was made precious to him, through his son, our Lord and Savior. At that point in '64, before bringing his beloved captain back to Ridgeville, he promised the Lord, "If you spare me, I will return and I will erect a monument, a place of meditation and peace, a Bethal for your people." Cummings Chapel is a place I like to go and meditate and contemplate on how things can be good. I invoked the memory of John Girado. I invoked him yesterday as a reflection upon Clem's gospel ministry.
If anything I can do or say, can knit our hearts together for the purpose and cause of eternity with our Lord, I commit to live that creed for you. In all my fragility, in all my weakness, I want to say thank you. Regardless of the aisle or position, there are so many people that have not only been praying for a working of the spirit -- God's spirit in our State. I think about that 340-year current of gospel ministry in this State. I don't know about you, but my texts, I can't keep up with it -- with an overwhelming sense of, we are praying for you. To family, friends and constituents -- to constituents who have been long-suffering --realizing I'm not speaking for them particularly on this point, I thank even you. I do want to thank each of you. I think that again what we demonstrate should be an example of how we communicate and commune just a few hundred -- less than a hundred yards to our north immediately. So in light of what we might see that has been intimated with rule changes next year, as relates to points of personal interest and the efficiency of the body, Mr. PRESIDENT, I still am going to be looking for opportunities to incorporate historical reference and historical anecdotes and try to bring practical application to the contemporary issues that are before us. I'm not sure how I'm going to do it. It might just be very short points of personal interest. But I am going to try to let history, in its proper place speak to me. And if you will allow it, I will try to share. I appreciate what Senator PEELER said yesterday. There is no greater museum -- there is no greater repository of history corporately we share and experience together than right here. So I might start with listings that have been near and dear to those that have gone before us, because it concerns me that if we don't continue to show that reverence and respect for their emblems and monuments that have gone before us, those that come after us might treat us the same way. There's a biblical injunction for it. When God was good to the children of Israel, he had them mark that goodness by piling stone upon stone so that their children and their children's children would be able to come back and reference. What do these stones mean -- that means God has been good to us. God has been good to us.
While I'm here, Mr. PRESIDENT, I would like to introduce dear friends of mine. Stewart Jones is a County Councilman from Laurens County. He is a good man with a pure heart. One of my longest and dearest friends, Jim Yates is also here. Jim and Stewart, I love and appreciate you being here -- also my wife Kim and daughter Caroline. A month ago my oldest daughter was here. I appreciate you indulging me this personal introduction. Kim's loving texts were so poignant that I asked her to please join me today. Our baby, Caroline, is off to Anderson College next year as a freshman. Thank you both for joining us here today. I know that it is sometimes hard on all our families to see us so infrequently. So Caroline, as you head to college, maybe I can get reacquainted with your mother -- that is when she is not running our business. Kim is the businesswoman in our family. I thank her for carrying and toting my load. Thank you all.

Thank you, Mr. PRESIDENT and members of the Senate. I have shared this story with a few of you. A couple of years ago, I was asked to speak at my church about the Resurrection. I felt like in the power point presentation, it would be really nice to have Senator PINCKNEY's booming voice as the angel during that scene. If you will remember, in part of that passage and scripture, the angel asked, "Why do you seek the living among the dead?" Senator PINCKNEY is not with us now, but he is not dead.
The biggest shock to me was the grace shown when family members of the victims came to the hearing of this murderer and offered their forgiveness and pointed that man to Christ. Any other time, any other place in the world, violence would have been returned for violence, but not in South Carolina -- not in Charleston. When a person can show up less than 48 hours after a family member has been murdered, and offer forgiveness, and point that man to Christ: Mr. PRESIDENT, members of the Senate, I don't know if I could ever forgive someone who killed one of my family members, especially two days after they had been murdered. That is the kind of leadership that Senator PINCKNEY, our friend Clem's church got and we appreciate it.

Thank you, Mr. PRESIDENT, members of the Senate, obviously we have done something momentous and something very historic. I have been in conversation with Mrs. Pinckney on a daily basis. As Clementa's wife, his everything, I would tell you that she has been amazing in this entire process. Words cannot describe the deep grief that his family has been suffering. The Senate has responded and Jennifer has been our strength around us. Accompanying her today is Senator PINCKNEY's best friend from childhood, brother in Christ and the person that Clementa told me can preach the paint off the wall -- Dr. Middleton. In our discussions Jennifer wanted to come today to thank this Senate. She wants to thank everyone here, Mr. PRESIDENT. The PRESIDENT Pro Tempore has given us great latitude with the body, has signed on and helped us get his portrait hung. Senator PEELER, without hesitation, has allowed his body to lie in State and our tremendous Clerk of the Senate and John Hazard have done a great job of coordinating everything from the minute this tragedy occurred. Senator McCONNELL graciously agreed to have the funeral at the College of Charleston.
As you all know, Jennifer has two small daughters, Eliana and Malana. Clementa called them grasshopper and baby girl. Clem is smiling down and he would have been proud of the way his family and this Senate have responded. I thought today would be an appropriate day, not before this vote and the discussion, but afterward for Jennifer to be able to come by and speak to each of you. It has been very tough but she wanted to show her gratitude. You can see Clementa shined on her. Her grace is contagious throughout the State. We have spoken with one voice, with unity. We are not being divisive. I told them, there's no time for victory laps. There are no winners and losers. We are trying to end up making certain we move this State forward. Jennifer has not been out in public yet but she wanted to be in the place where he served. With that, I'm sure a lot of folks want to see her. I hope that the media and the public will give this family time to grieve and let them make their exit today without trying to force interviews on her. She has expressed she does not want to have that kind of conversation now. Reverend Middleton has been amazing and the architect behind planning everything we ended up doing -- the writings, getting the choir and obituaries written and all that work.
