A concurrent RESOLUTION

to request the department of transportation name the portion of united states highway 321 bypass in fairfield county from its intersection with south carolina highway 213 to 392 united states highway 321 bypass "dr. j. r. green highway" and erect appropriate markers or signs along this portion of highway containing these words.

Whereas, since 2012, under the leadership of Dr. J.R. Green, the Fairfield County School District (FCSD) has worked hard to prepare students for their future. The district is committed to providing a comprehensive, innovative, and rigorous curriculum that fosters lifelong learning and equips students with world-class knowledge, skills, and career choices. Dr. Green has emphasized teamwork and excellence throughout his leadership at the school district; and

Whereas, prior to joining FCSD, Dr. Green served as the assistant superintendent for Curriculum and Instruction at the Chesterfield County School District. He has over thirty years of experience in various educational capacities, including teacher, assistant principal, principal, assistant superintendent, and superintendent; and

Whereas, Dr. Green is passionate about working with and inspiring young people. He founded The Griffin Bow Tie Club, which is a comprehensive group mentoring program for middle and high school male students. The program focuses on the 5 Wells of Leadership, which are Well-Read, Well-Spoken, Well-Traveled, Well-Dressed, and Well-Balanced; and

Whereas, during his tenure at FCSD, Dr. Green oversaw the construction of the new Fairfield Career and Technology Center. The center is a state-of-the-art facility that offers career and technical study programs for students throughout the county. Dr. Green also guided the district in constructing a new athletic field house and upgrading the district's football field to turf; and

Whereas, under Dr. Green's leadership, FCSD became the first community to enter into a partnership with the University of South Carolina. The partnership is called the Accelerator for Learning and Leadership for South Carolina and is focused on addressing the challenges facing South Carolina's highest-need school communities; and

Whereas, Dr. Green's commitment to community partnerships led to the establishment of The Fairfield County School District Education Foundation. He also played a key role in reestablishing the Fairfield County Hall of Fame, which recognizes individuals who have made significant contributions to the district and achievements that positively impact Fairfield County; and

Whereas, Dr. Green holds a Bachelor of Science, Master of Arts, Master of Education, and Doctorate in Education Leadership degrees from the University of South Carolina. He is involved in several civic and professional organizations, including the Omicron Iota Lambda Chapter of Alpha Phi Alpha Fraternity, Inc., Alpha Iota Boule of Sigma Pi Phi Fraternity, MUSC Midlands Region Board of Trustees, Board of Directors for Midlands Education & Business Alliance, United Way of The Midlands Board of Directors, and the South Carolina Hospital Association. In recognition of his outstanding leadership, Dr. Green was named the 2021 South Carolina Superintendent of the Year by the South Carolina Association of School Administrators, 2020 University of South Carolina Outstanding Black Alumnus, and the 2024 SCAEOP Administrator of the Year; and

Whereas, he lives in Winnsboro with his wife, Tonya, and their daughters, Janelle, Jamara, and Jacia. They are members of Mt. Pisgah Baptist Church in Ridgeway where he serves on the Deacon Board and as the Sunday school superintendent; and

Whereas, Dr. Green believes education is the foundation for a successful future. His philosophy is to always do your best; and

Whereas, it would be fitting and proper to recognize the many accomplishments of this pioneer in the field of public education by naming a portion of highway in his honor. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That the members of the South Carolina General Assembly, by this resolution, request the Department of Transportation name the portion of United States Highway 321 Bypass in Fairfield County from its intersection with South Carolina Highway 213 to 392 United States Highway 321 Bypass "Dr. J.R. Green Highway" and erect appropriate markers or signs along this portion of highway containing these words.

Be it further resolved that a copy of this resolution be forwarded to the Department of Transportation.
