The Senate assembled at 11:00 A.M., the hour to which it stood adjourned and was called to order by the PRESIDENT.

A quorum being present the proceedings were opened with a devotion by the Chaplain as follows:

Beloved, hear the words of St. Paul to the Romans (8:28,31)(NEB):

"And in everything, as we know, He

cooperates for good with those who

With all this in mind, what are

we to say?

If God is on our side, who is

Let us pray.

Lord God, Almighty, help us to face today with that thought!

We can make our days pretty dark and dull with our fears, or we can make them bright with faith... and hope... and love... and courage.

What can we say, Lord, when we are wounded?

Where shall we turn when times are hard... and the future is uncertain?

Good Lord, You have promised to be with us to the end of the ages. May we go bravely and confidently to our toil this day... holding fast to that which is good... and right... and pressing on to that which is better, in the spirit of Sidney Lanier, when he said:

"By so many roots as the marsh

grass sends in the sod

I will heartily lay me a hold

on the greatness of God".

/SECTION 1. Section 5-5-40 of the 1976 Code is amended to read:

"Section 5-5-40. In any election to determine a change of a form of government of a municipality, the question shall must be framed by the governing body and printed on the prepared ballot in the following form, to wit: 'Shall the municipality of (name of municipality) change its form of government from (form selected by council or by prior election) to (form or forms requested by petition or by ordinance)? YES NO (strike one)'.

Those in favor of the question shall deposit a ballot with a check or cross mark in the square after the word 'YES', and those voting against the question shall deposit a ballot with a check or cross mark in the square after the word 'NO'.

SECTION 2. Authority is granted to the Secretary of State to restore the charter of Sertoma Club of North Augusta, South Carolina in Aiken County upon payment to the South Carolina Tax Commission of taxes, penalties, and interest found to be due. The Secretary of State shall note the reinstatement upon the record of the original charter.

SECTION 3. This act takes effect upon approval by the Governor./
