TO AMEND SECTION 56-3-1960, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO HANDICAPPED PARKING PRIVILEGES, SO AS TO EXTEND HANDICAPPED PARKING PRIVILEGES TO A VEHICLE TRANSPORTING A BLIND PERSON AND TO PROVIDE THE PROCEDURE FOR CLAIMING THE PRIVILEGE.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Section 56-3-1960 of the 1976 Code is amended by adding:
"(4) The owner or operator of a vehicle used regularly to transport a blind person may apply for and receive the placard as provided in subsection (2) of this section. In lieu of the physician's certificate required pursuant to subsection (2) of this section, the department shall require the owner or operator to certify that the vehicle is regularly used to transport a blind person and also certify other information the department considers necessary for the proper enforcement of the provisions of this subsection. When the placard is displayed on the driver's side dashboard of a vehicle, all parking rights and privileges extended to vehicles displaying a distinguishing license plate issued pursuant to subsection (1) of this section are applicable to the vehicle."
SECTION 2. This act takes effect on the first day of the sixth month following approval by the Governor.
