A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 2-7-74 SO AS TO PROVIDE THAT A JOINT RESOLUTION INTRODUCED IN THE GENERAL ASSEMBLY TO APPROVE REGULATIONS MUST HAVE A FISCAL IMPACT STATEMENT IF THE REGULATIONS IMPOSE OR AUTHORIZE THE IMPOSITION OF FEES BY THE PROMULGATING AGENCY.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. The 1976 Code is amended by adding:

"Section 2-7-74. A joint resolution introduced in the General Assembly to approve regulations must have a statement of estimated fiscal impact if the regulations impose or authorize the imposition of fees by the promulgating agency.
