DIRECTING THE OPERATIONS AND MANAGEMENT COMMITTEE OF THE HOUSE OF REPRESENTATIVES AND THE SENATE TO ESTABLISH A PROGRAM TO ORIENT NEWLY ELECTED MEMBERS OF THE GENERAL ASSEMBLY ABOUT THE OPERATIONS OF AGENCIES OF THE STATE OF SOUTH CAROLINA; TO PROVIDE THAT THE PROGRAM SHALL SUPPLEMENT ANY ORIENTATION PROVIDED BY THE HOUSE OR SENATE ABOUT ITS INTERNAL OPERATION; TO PROVIDE THAT THE MEMBERS PARTICIPATING IN THE PROGRAM SHALL BE AUTHORIZED PER DIEM, MILEAGE AND SUBSISTENCE TO BE PAID FROM THE APPROVED ACCOUNTS OF THE HOUSE OR SENATE, RESPECTIVELY; AND TO PROVIDE THAT THE JOINT OPERATIONS AND MANAGEMENT COMMITTEE IMPLEMENT THIS ORIENTATION PROGRAM FOR NEWLY ELECTED MEMBERS IN THE 1992 GENERAL ELECTION AND FOR EVERY GENERAL ELECTION THEREAFTER.
Whereas, it is the general policy of this State to provide members of the General Assembly the orientation and information needed for legislators to make informed decisions.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The Operations and Management Committee of the House of Representatives and the Senate meeting jointly, hereby is directed to establish a program to orient newly elected members of the General Assembly about the operations of agencies of the State of South Carolina. The Joint Committee shall be responsible for approving the content of the program and may designate such agency or institution as it deems appropriate to administer the program. The program shall supplement any orientation provided by the House
or the Senate about its internal operations.
The program shall focus on the purpose, structure, funding and operations of the agencies, institutions, departments, divisions and offices of the State of South Carolina, which shall cooperate with the Joint Committee in making necessary presentations and arranging visitations to any facility.
The members participating in the program shall be authorized per diem, mileage and subsistence at the rate established for members of the General Assembly to be paid from the approved accounts of the House or Senate respectively.
The Joint Committee shall take such steps as are necessary to implement this orientation program for members newly elected in the 1992 General Election and for any General Election thereafter. Incumbent members of the General Assembly may participate in this program on the same basis as newly elected members of the General Assembly.
SECTION 2. This act takes effect upon approval of the Governor.
