A JOINT RESOLUTION

TO PROVIDE THAT THE COMMISSION ON AGING CONDUCT A STUDY OF THE NEEDS OF RETIREES IN THE STATE, AND TO STUDY AND MAKE RECOMMENDATIONS TO THE GENERAL ASSEMBLY ON MAKING SOUTH CAROLINA A MORE ATTRACTIVE RESIDENCE TO RETIREES.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. The South Carolina Commission on Aging shall assess the needs and study the problems of retirees residing in this State and determine what actions the State should take to attract and retain retirees in South Carolina. The study shall include information and recommendations about state tax policies affecting the retirees residing in this State, including the policies' impact on attracting and retaining retirees. The commission shall report such findings to the General Assembly.

SECTION 2. The commission shall establish a committee to conduct this study composed of two members of the Senate to be appointed by the President of the Senate; two members of the House of Representatives to be appointed by the Speaker of the House of Representatives; the chairman of the Tax Commission or his designee; the State Treasurer or his designee; the director of the Commission on Aging or his designee; the director of the Department of Parks, Recreation and Tourism or his designee; the director of the State Development Board or his designee; and three retired citizens of the state and a member of the retirement industry appointed by the Governor. A chairman shall be selected from the legislative membership of the committee. The committee shall dissolve two years after its creation.

SECTION 3. The members of this committee shall receive no compensation for their services, other than reimbursement for traveling and other expenses incurred in the performance of their official duties. The expenses of the legislative appointees and governmental members must be paid from the approved accounts of their respective bodies and agencies, and the expenses of the gubernatorial appointees must be paid from funds appropriated to the Governor's Office. The sum of ten thousand dollars shall be added to the budget of the Commission on Aging to cover the cost of copying, printing, postage, and telephone services to support the committee's work, and the preparation of the final report of the committee.

SECTION 4. This act takes effect upon approval by the Governor.
