TO AMEND CHAPTER 5, TITLE 7, CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 7-5-156 SO AS TO PROVIDE FOR VOLUNTARY VOTER REGISTRATION WHEN A PERSON APPLIES FOR OR RENEWS HIS DRIVER'S LICENSE OR IDENTIFICATION CARD, AND TO PROVIDE FOR THE RETURN OF THE FORMS TO A COUNTY BOARD OF REGISTRATION.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Chapter 5, Title 7 of the 1976 Code is amended by adding:
"Section 7-5-156. The South Carolina Department of Highways and Public Transportation shall design its applications for a driver's license or special identification card, or for their renewal, so that these forms also may serve to register voters. The forms must contain spaces for the information required in Section 7-5-170, any other information required by law to register voters, and must be approved by the State Election Commission. At the time of the application, the department must ask each applicant whether he is registered to vote at his current address and, if not, give the applicant an opportunity to register to vote at that time using the forms described above. Each week, the department must send all voter registration information collected the preceding week to the board of registration of the county in which each applicant maintains a residence in accordance with the mail-in procedure described in Section 7-5-155. This section shall be referred to generally as the 'Motor Voter Law'."
SECTION 2. This act takes effect upon approval by the Governor.
