A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 2-7-130 SO AS TO PROHIBIT THE GENERAL ASSEMBLY FROM REQUIRING A MUNICIPAL CORPORATION, COUNTY, SCHOOL DISTRICT, OR SPECIAL PURPOSE DISTRICT TO PERFORM ANY ACT OR FURNISH ANY SERVICE WHICH REQUIRES THE EXPENDITURE OF MONEY WITHOUT PROVIDING THE FUNDING FROM STATE FUNDS.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. The 1976 Code is amended by adding:

"Section 2-7-130. The General Assembly may not require a municipal corporation, county, school district, or special purpose district to perform any act or furnish any service which requires the expenditure of money without providing the funding from state funds."

SECTION 2. This act takes effect upon approval by the Governor.
