A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 59-71-200, SO AS TO PROHIBIT A SCHOOL UNIT FROM EXCEEDING BOND LIMITATIONS, DIRECTLY OR INDIRECTLY, WITHOUT A REFERENDUM.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. The 1976 Code is amended by adding:

"Section 59-71-200. The authorities of an operating school unit may not exceed the limitations set for general obligation bonds of the operating school unit, directly or indirectly, by lease purchase or other means without an election as provided in this article, mutatis mutandis."

SECTION 2. This act takes effect upon approval by the Governor.
