A BILL

TO AMEND ACT 1377 OF 1968, AS AMENDED, RELATING TO THE ISSUANCE OF CAPITAL IMPROVEMENT BONDS, SO AS TO AUTHORIZE THE ISSUANCE OF ADDITIONAL BONDS FOR THE PURPOSE OF CONSTRUCTING A CORRECTIONAL INSTITUTION FOR PERSONS CONVICTED OF VIOLATING LAWS PERTAINING TO NARCOTICS, DRUGS, AND OTHER CONTROLLED SUBSTANCES.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. Item (f), Section 3, Act 1377 of 1968, as last amended by Section 30, Part II of Act 189 of 1989, is further amended by adding:

"1. Department of Corrections

808-Bed Medium/Maximum

Security Institution $30,000,000

Total, Department of Corrections $30,000,000

The Budget and Control Board, after review of the Joint Bond Review Committee, is directed to regulate the starting date of this project approved for funding through the issuance of Capital Improvement Bonds for the purpose of constructing an institution for persons convicted of violating laws pertaining to narcotics, drugs, and other controlled substances when, in its opinion, the prison population increases in a sufficient number to warrant the construction of this institution.

If the Joint Bond Review Committee and the Budget and Control Board do not find it necessary to authorize the bonds for this

institution by June 30, 1991, the provisions of this section are terminated."

SECTION 2. This act takes effect upon approval by the Governor.
