A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 2-17-55 SO AS TO REQUIRE REGISTERED LOBBYISTS AND PERSONS EMPLOYING REGISTERED LOBBYISTS TO FILE A REPORT ANNUALLY WITH THE SECRETARY OF STATE DISCLOSING LEGAL FEES PAID TO MEMBERS OF THE GENERAL ASSEMBLY AND TO PROVIDE THAT A REGISTERED LOBBYIST OR PERSON EMPLOYING A REGISTERED LOBBYIST MAY RETAIN A LEGISLATOR ONLY ON AN HOURLY FEE BASIS.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. Chapter 17, Title 2 of the 1976 Code is amended by adding:

"Section 2-17-55. (A) In addition to the expenses required to be disclosed pursuant to this chapter, a registered lobbyist or a person employing a registered lobbyist shall file a report with the Secretary of State reporting all legal and other fees paid to a member of the General Assembly. The report must be filed by April fifteenth for the previous calendar year.

(B) A registered lobbyist or person employing a registered lobbyist may retain an attorney or any other member of the General Assembly only on an hourly fee basis and may not pay a member of the General Assembly on the basis of a set retainer."

SECTION 2. This act takes effect January 1, 1992.
