TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 11-11-18 SO AS TO REQUIRE A "ZERO-BASE" BUDGET PROCESS IN THE PREPARATION OF THE ANNUAL GENERAL APPROPRIATIONS ACT.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Article 1, Chapter 11, Title 11 of the 1976 Code is amended by adding:
"Section 11-11-18. In preparing the proposed state budget, the Governor shall use a `zero base' budget process."
SECTION 2. This act takes effect upon approval by the Governor and first applies for fiscal year 1995-96.
