To whom was referred a Concurrent Resolution (H. 4986), to establish a Joint Legislative Committee to study the governance, structure, and operation of higher education in South Carolina, etc., respectfully
That they have duly and carefully considered the same, and recommend that the same do pass with amendment:
Amend the resolution, as and if amended, by striking item (A) which begins on line 15, page 2, and inserting:
/(A) Four members of the committee shall be appointed by the Speaker of the House of Representatives from that body and four members shall be appointed by the President Pro Tempore of the Senate from that body. At least one member of the committee appointed by the Speaker of the House from that body and at least one member of the committee appointed by the President Pro Tempore of the Senate from that body shall be an African-American, and at least one other member of the committee appointed by the Speaker of the House from that body and the President Pro Tempore of the Senate from that body must be a female. A chairman shall be elected from among the membership of the committee. The committee shall be convened no later than August 1, 1994./
Amend the resolution further, as and if amended, by striking item (D) which begins on line 11, page 3, and inserting:
/(D) The committee shall conclude its work and issue its final report by June 1, 1995. The final report shall be submitted to the House Education and Public Works Committee and the Senate Education Committee, and upon submission of its final report, the committee shall be dissolved./

TO ESTABLISH A JOINT LEGISLATIVE COMMITTEE TO STUDY THE GOVERNANCE, STRUCTURE, AND OPERATION OF HIGHER EDUCATION IN SOUTH CAROLINA AND TO PROVIDE FOR THE MANNER IN WHICH THE REPORT OF THE COMMITTEE DUE NO LATER THAN JANUARY 1, 1996, SHALL BE COMPILED AND SUBMITTED WHICH SHALL INCLUDE REGIONAL PUBLIC HEARINGS.
Whereas, the connection is clear between higher education and economic growth, between higher education and social progress, between higher education and a responsible citizenry; and
Whereas, South Carolina has the goal of a partnership of higher education, business, industry, and government to promote the growth of professional and technical manpower, to provide the research necessary for full development of resources, and to speed the economic progress of the State; and
Whereas, concern over the diminished flow of public monies to colleges and universities at an unprecedented time of social and economic change may cause colleges and universities to slip into mediocrity or worse; and
Whereas, the balance between regulation and coordination of higher education in South Carolina must be evaluated within the parameters of governance, programming, and funding; and
Whereas, colleges and universities must scrutinize spending priorities as rigorously as businesses have been forced to do so that consumers of higher education obtain the greatest value for their dollar; and
Whereas, the Commission on Higher Education, with the unanimous consent of the Advisory Council on Planning, which includes all senior institutional presidents and the executive director of the State Board for Technical and Comprehensive Education, recommended a comprehensive review of the status of higher education, the commission's activities, and the attainment of state goals for higher education. Now, therefore,
Be it resolved by the House of Representatives, the Senate concurring:
That a joint legislative committee to study the governance and operation of higher education in South Carolina and the institutional structures of higher education is established as follows:
(A) Four members of the committee shall be appointed by the Speaker of the House of Representatives from that body and four members shall be appointed by the President Pro Tempore of the Senate from that body. A chairman shall be elected from among the membership of the committee. The committee shall be convened no later than August 1, 1994.
(B) The committee shall conduct a comprehensive review of the current governance structure of higher education including statewide coordinating and oversight measures currently sustained. The committee shall examine national trends and reform efforts in higher education governance structures, including the advantages and disadvantages of increasing or decreasing the oversight role of state level governance of higher education. In the course of the study the committee shall examine the lines of authority and the relationship between the respective boards of trustees and the Commission on Higher Education.
Furthermore, the committee shall investigate how higher education opportunities are currently provided to South Carolina students by examining the structures of higher education institutions at all levels. Such issues, among others, which the committee shall study by institution are:
(1) the rate of the expansion of institutional roles and missions compared to the state's needs;
(2) the expenditure and distribution of all educational resources;
(3) any factors that skew institutional perspectives such as issues related athletics, tenure tracking, and expansion efforts;
(4) the degree of emphasis on research, teaching, and service; and (5) the effects of the priorities set forth by colleges and universities.
Additionally, the committee shall solicit topics of inquiry from all public and private institutions in the State and the Commission on Higher Education.
(C) The Commission on Higher Education and the staff of the public institutions of higher education shall cooperate fully with the committee including providing staff support and other in-kind resources as requested by the committee.
(D) The committee shall conclude its work by June 30, 1995, with a preliminary report of its findings. Regional public hearings shall be held on the findings by October 15, 1995. A final report shall be submitted to the House Education and Public Works Committee and the Senate Education Committee by January 1, 1996, at which time the committee shall be dissolved.
(E) Members of the committee shall receive the usual mileage, subsistence, and per diem paid by law to members of the General Assembly to be paid from approved accounts of both houses.
Be it further resolved that a copy of this resolution be forwarded to the Commission on Higher Education, the boards of trustees of the public colleges and universities of this State, the State Board for Technical and Comprehensive Education, the Council of College Presidents, the Council of Independent Colleges, and the Business Advisory Committee.
