TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 24-21-637 SO AS TO PROVIDE THAT A PRISONER IS NOT ELIGIBLE FOR PAROLE UNLESS HE PASSES A BASIC READING TEST AND TO REQUIRE THE DEPARTMENT OF PROBATION, PAROLE AND PARDON SERVICES, IN CONJUNCTION WITH THE DEPARTMENT OF EDUCATION AND THE DEPARTMENT OF CORRECTIONS, TO DEVELOP READING COURSES WHICH MUST BE CONDUCTED BY THE DEPARTMENT OF CORRECTIONS.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The 1976 Code is amended by adding:
"Section 24-21-637. A person is not eligible for parole until he successfully passes a basic reading test administered by the Department of Probation, Parole and Pardon Services. The criteria for passing the test must be developed by the department in consultation with the Department of Education and promulgated in regulations by the department. The department, in conjunction with the Department of Corrections and the Department of Education, shall develop reading courses for prisoners. The reading courses must be conducted by the Department of Corrections."
SECTION 2. This act takes effect July 1, 1994.
