TO ESTABLISH THE PERFORMANCE AUDIT STEERING COMMITTEE TO CONDUCT A COMPREHENSIVE PERFORMANCE AUDIT OF STATE GOVERNMENT FROM MARCH 1, 1994, THROUGH AUGUST 31, 1995, TO PROVIDE FOR THE APPOINTMENT AND MEMBERSHIP OF THE COMMITTEE, TO PROVIDE FOR ITS DUTIES, INCLUDING THE MAIN FOUR POINTS OF THE AUDIT, AND TO PROVIDE FOR THE EXPENSES OF THE COMMITTEE, NOT TO EXCEED TWO MILLION DOLLARS, TO BE PAID FROM THE APPROVED ACCOUNTS OF BOTH HOUSES OF THE GENERAL ASSEMBLY.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. (A) There is established effective March 1, 1994, the Performance Audit Steering Committee consisting of six members appointed by the Speaker of the House and six members appointed by the President Pro Tempore of the Senate. At least one-half of the members appointed must represent the private sector. Members shall serve for the duration of the existence of the committee and vacancies must be filled in the manner of original appointment. Members shall receive the mileage, subsistence, and per diem allowed by law for members of state boards, committees, and commissions. The State Budget and Control Board shall provide the necessary administrative services for the committee. The committee shall elect a chairman and such other officers as it considers necessary. The committee terminates on August 31, 1995. The Performance Audit Steering Committee shall retain an independent contractor who shall lead a staff of individuals representing both the public and private sector in the conduct of a performance audit in all aspects of state government. The performance audit shall focus on:
(1) determining duplicate programs and services and recommending those which should be eliminated;
(2) recommending streamlining of programs, policies, and procedures;
(3) evaluation of instances where out-of-date technologies detract from efficient program performance;
(4) recommendations for reallocating resources for increased effectiveness in the employment of governmental revenues.
(B) The committee shall supervise and coordinate the work of the contractor and produce an audit report which must be submitted to the General Assembly and the Governor no later than the committee's termination date.
SECTION 2. The expenses of the Performance Audit Steering Committee must be paid from the approved accounts of both houses of the General Assembly but total expenses may not exceed two million dollars over the life of the committee.
SECTION 3. This joint resolution takes effect upon approval by the Governor.
