A BILL

TO AMEND SECTION 59-5-65, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE POWERS AND DUTIES OF THE STATE BOARD OF EDUCATION, SO AS TO REQUIRE THE BOARD TO DEVELOP A UNIFORM GRADING SYSTEM WHICH MUST BE USED IN ALL ELEMENTARY AND SECONDARY SCHOOLS OF THE PUBLIC SCHOOL SYSTEM OF THIS STATE BEGINNING WITH SCHOOL YEAR 1996-97 WITH A 4.0 SCALE TO BE USED IN ALL HIGH SCHOOLS.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. Section 59-5-65 of the 1976 Code, as last amended by Act 164 of 1993, is further amended by adding an appropriately numbered item to read:

"( ) Develop a uniform grading system which must be used in all elementary and secondary schools of the public school system of this State beginning with school year 1996-97 with a 4.0 scale to be used in all high schools, and promulgate those regulations necessary to implement the provisions of this item."

SECTION 2. This act takes effect upon approval by the Governor.
