A Bill to amend Section 59-5-65, as amended, Code of Laws of South Carolina, 1976, relating to the powers and duties of the State Board of Education, so as to require the Board to develop a uniform grading system which must be used in all elementary and secondary schools of the public school system of this State beginning with school year 1996-97 with a 4.0 scale to be used in all high schools.
