A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 27-40-350 SO AS TO REQUIRE AN OWNER OF RENTAL APARTMENTS TO ENSURE, UNDER CERTAIN CONDITIONS AND CIRCUMSTANCES, THAT APARTMENT RENTERS RECEIVE CLEAR ACCESS TO ALL OF THE FREE, NONCABLE TELEVISION CHANNELS AVAILABLE IN THE PARTICULAR AREA WITHOUT THE NECESSITY OF THE RENTERS HAVING TO PAY ANY FEE OR CHARGE FOR SUCH ACCESS.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. The 1976 Code is amended by adding:

"Section 27-40-350. An owner of rental apartment units who owns at least four such units at one location and who does not permit a renter at that location to install an outside personal antenna for television channel reception shall ensure that such renters receive clear access to all of the free, noncable television channels available to persons residing in the particular area without the necessity of the renters having to pay any fee or charge for such access, including, but not limited to, any fee or charge collected by a cable television company franchise for providing free-channel or other reception."

SECTION 2. This act takes effect upon approval by the Governor.
