    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 27-40-350 so as to require an owner of rental apartments to ensure, under certain conditions and circumstances, that apartment renters receive clear access to all of the free, noncable television channels available in the particular area without the necessity of the renters having to pay any fee or charge for such access.
