A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 6-1-60 SO AS TO REQUIRE THE GOVERNING BODY OF A COUNTY, MUNICIPALITY, SPECIAL PURPOSE OR PUBLIC SERVICE DISTRICT, OR AUTONOMOUS SCHOOL DISTRICT TO CONDUCT A PUBLIC HEARING BEFORE ADOPTION OF ITS ANNUAL BUDGET AND ADVERTISE THE HEARING IN A NEWSPAPER OF GENERAL CIRCULATION IN THE COUNTY WHERE THESE PUBLIC ENTITIES ARE LOCATED.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. The 1976 Code is amended by adding:

"Section 6-1-60. Before the adoption of the annual budget of a county, municipality, special purpose or public service district, or autonomous school district, its governing body must conduct a public hearing. The hearing must be advertised in a newspaper of general circulation in the county where the public entity is located."

SECTION 2. This act takes effect upon approval by the Governor.
