    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 6-1-60 so as to require the governing body of a county, municipality, special purpose or public service district, or autonomous school district to conduct a public hearing before adoption of its annual budget and advertise the hearing in a newspaper of general circulation in the county where these public entities are located.
