A CONCURRENT RESOLUTION

TO ENCOURAGE GOVERNMENTAL ENTITIES AND LAW ENFORCEMENT AGENCIES TO ADOPT PROCEDURES TO ENSURE THAT PROPERTY ON WHICH A CRIME OR ACCIDENT HAS OCCURRED IS PROPERLY DISINFECTED WHERE BLOOD, BODY FLUIDS, OR BODY TISSUE REMAIN AND THAT THESE ARE PROPERLY DISPOSED OF; AND TO REQUIRE THE DEPARTMENT OF HEALTH AND ENVIRONMENTAL CONTROL TO PROVIDE TECHNICAL ASSISTANCE IN THE DEVELOPMENT OF THESE PROCEDURES.

Be it resolved by the House of Representatives, the Senate concurring:

That governmental entities responsible for public property including, but not limited to, roads and public buildings and law enforcement agencies responsible for investigating accident and crime scenes are encouraged to adopt before January 1, 1996, procedures to ensure that public property and accident and crime scenes including private property on which a crime or accident has occurred on which blood, body fluids, or body tissue remain are properly disinfected and that the blood, body fluids, or body tissue are properly disposed of.

Upon request, the Department of Health and Environmental Control shall provide technical assistance to governmental entities and law enforcement agencies in the development of the procedures in this resolution and shall incorporate in the technical assistance provided applicable Occupational Safety and Health Administration and Centers for Disease Control requirements and precautionary measures for handling and disposing of blood, body fluids, or body tissue.
