The Senate assembled at 12:00 Noon, the hour to which it stood adjourned and was called to order by the PRESIDENT.

A quorum being present the proceedings were opened with a devotion by the Chaplain as follows:

Beloved, in honor of President's Day, and on or about the Birthday of President George Washington, each year, because of its basic relevance, and timeliness in every period of our national life, we have prayed his Prayer for the United States of America.
Let us pray... Washington's prayer:

"Almighty God: we make our earnest prayer that Thou wilt keep the United States in Thy holy protection; that Thou wilt incline the hearts of the citizens to cultivate a spirit of subordination and obedience to government, and entertain a brotherly affection and love for one another and for their fellow citizens of the United States at large. And, finally, that Thou wilt most graciously be pleased to dispose us all to do justice, to love mercy, and demean ourselves with that charity, humility and pacific temper of mind which were the characteristics of the Divine Author of our blessed religion, without a humble imitation of Whose example in these things we can never hope to be a happy nation. Senator MARTIN'S written request that on Thursday, March 2, 1995, the Gettys Middle School Cheerleaders be granted the Privilege of the Chamber, to that area behind the rail.

In compliance with Senate Rule 36, up to 13 persons will be behind the rail in the Senate Chamber and the remainder will be recognized from the balcony.

The Banking and Insurance Committee proposed the following amendment (0383C.001), which was adopted:

Amend the bill, as and if amended, by striking Section 30-5-38, as contained in SECTION 1, and inserting:

/"Section 30-5-38. (A) All deeds conveying an interest in land executed after the effective date of this section shall include the tax map number of the subject property.

(B) A clerk of court or register of mesne conveyance shall not record any deed after the effective date of this section unless it contains the tax map number of the subject property as prescribed in subsection (A). However, the clerk of court or register of mesne conveyance may record a deed without such information upon a satisfactory showing that the information for such deed was not available.

(C) The provisions of this section are intended to be regulatory in nature and do not affect the legality, force, effect, or record notice of any instrument recorded in violation of this section."/
