TO REQUEST THE DEPARTMENT OF TRANSPORTATION TO NAME THE PORTION OF UNITED STATES HIGHWAY 301 IN ORANGEBURG COUNTY FROM INTERSTATE HIGHWAY 26 TO UNITED STATES HIGHWAY 178 BYPASS IN HONOR OF THE HONORABLE MARSHALL BURNS WILLIAMS.

Whereas, the Honorable Marshall Burns Williams was born on January 17, 1912 in Norway, South Carolina; and

Whereas, he was the son of C. H. and Maude Williams of Orangeburg, South Carolina; and

Whereas, Senator Williams earned a B.S. degree from the University of South Carolina in 1933, an LL.B. degree from the University of South Carolina in 1936, had a J.D. degree conferred by the University of South Carolina in 1970, and received an Honorary Doctorate of Laws degree from South Carolina State University in 1989; and

Whereas, he married Margaret Shecut in 1942 and together reared four children; and

Whereas, among the many outstanding achievements Senator Williams accomplished during his lifetime, were his service as President of the South Carolina Young Democrats Club, a Fellow of the American College of Trial Lawyers, and a member of the American and South Carolina Bar Associations; and

Whereas, he was a World War II veteran, having served in the United States Naval Air Corps from 1942 to 1946 and having attained the rank of Lieutenant Commander; and

Whereas, he served in the South Carolina House of Representatives from 1947 to 1952; and

Whereas, he served in the South Carolina Senate from 1953 until his death on December 28, 1995; and

Whereas, during his distinguished career in the South Carolina Senate, Senator Williams served as Chairman of the Senate Medical Affairs Committee, Chairman of the Senate Banking and Insurance Committee, and Chairman of the Senate Judiciary Committee; and

Whereas, Senator Williams served as President Pro Tempore of the Senate from January 10, 1989 until his death; and

Whereas, at the time of his death, he was the longest serving state senator in the United States; and

Whereas, it is fitting and proper that the portion of United States Highway 301 in Orangeburg County from Interstate Highway 26 continuing to the United States Highway 178 Bypass be named "Marshall B. Williams Boulevard" as a lasting tribute to this distinguished South Carolinian. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly request that the Department of Transportation designate and name the portion of United States Highway 301 in Orangeburg County for the late Marshall B. Williams described in this resolution the "Marshall B. Williams Boulevard" and install appropriate markers or signs at places along the highway as the department considers advisable containing the words "Marshall B. Williams Boulevard".

Be it further resolved that a copy of this resolution be forwarded to the Department of Transportation and the family of the Honorable Marshall B. Williams.
