TO APPROVE REGULATIONS OF THE DEPARTMENT OF EDUCATION, RELATING TO DEFINED PROGRAM 9-12, DESIGNATED AS REGULATION DOCUMENT NUMBER 2124, PURSUANT TO THE PROVISIONS OF ARTICLE 1, CHAPTER 23, TITLE 1 OF THE 1976 CODE.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The regulations of the Department of Education, relating to defined program 9-12, designated as Regulation Document Number 2124, and submitted to the General Assembly pursuant to the provisions of Article 1, Chapter 23, Title 1 of the 1976 Code, are approved.
SECTION 2. This joint resolution takes effect upon approval by the Governor.
SUMMARY AS SUBMITTED BY PROMULGATING AGENCY.
The South Carolina Department of Education, Office of Organizational Development, proposes to amend Regulation 43-232, Defined Program 9-12. This regulation sets out a basic high school program including subjects, number of courses, periods weekly, minimum minutes, etc. This regulation also amends and incorporates many of the provisions found in the Defined Minimum Program. We propose that this regulation be amended in order to consolidate and condense a number of State Board of Education regulations which address this issue. This amendment will incorporate portions of R43-232.1 (College Preparatory Programs), R43-235 (Curriculum for Grades 9-12), R43-236 (Area Vocational Centers), R43-248 (Scheduling for Instruction), R43-249 (Instructional Resources), R43-259 (Graduation Requirements), R43-230 (Pilot Projects), R43-239 (Drug Education), R43-247 (Class Size), R43-253 (School Libraries), R43-256 (Guidance Program), and R43-277 (Student Records). Amendments will allow for greater local control and flexibility in the operation of schools.
