The Senate assembled at 11:00 A.M., the hour to which it stood adjourned and was called to order by the PRESIDENT.

A quorum being present the proceedings were opened with a devotion by the Chaplain as follows:

Our Father, as St. Paul reminded the Romans, so remind us again: that some of our problems are resolved by a change of attitude rather than by the details of the law.

Help us to walk the path of grace, of graciousness, of kindly respect which needs no law.

We understand that the life of faith is lived between the outgoing tide of tribulation and the incoming tide of hope; and between the two we need a double portion of patience and forbearance that come from experience.

Help us to ride the tides.
