A SENATE RESOLUTION

MEMORIALIZING THE SOUTH CAROLINA CONGRESSIONAL DELEGATION TO OPPOSE THE ENTRY OF CHINA INTO THE WORLD TRADE ORGANIZATION AND TO DENY CHINA PERMANENT NORMAL TRADE RELATIONS STATUS.

Whereas, the Nation of China has taken steps to become a member of the World Trade Organization; and

Whereas, membership in the World Trade Organization would give China recognition and status as an equal, legitimate partner with other countries in world trade; and

Whereas, the United Nations' Universal Declaration of Human Rights is a common standard of achievement for all peoples and all nations including the People's Republic of China, a member of the United Nations; and

Whereas, the People's Republic of China has signed the International Covenant on Civil and Political Rights but has yet to ratify the treaty and thereby make it legally binding; and

Whereas, China has an abysmal record of human rights, imprisoning those who attempt to engage in legitimate political opposition and oppressing those whose religious or political beliefs differ from those of the regime; and

Whereas, China ignores the rights of workers and intimidates and imprisons those who seek to improve labor conditions in the country; and

Whereas, the World Trade Organization has not shown itself to be a champion of reform in member countries. Now, therefore,

Be it resolved by the Senate:

That the members of the South Carolina Senate hereby respectfully memorialize the South Carolina Congressional Delegation to vote against any proposal to grant permanent normal trade relations status to China which is a precursor to the granting of World Trade Organization membership, and to take other actions in their power to deny membership in the World Trade Organization to the Nation of China.

Be it further resolved that the members of the South Carolina Senate exhort the South Carolina Congressional Delegation to call on China to demonstrate its willingness to abide by internationally accepted norms of freedom of belief, expression, and association by repealing or amending laws and degrees that restrict those freedoms and proceeding promptly to ratify and implement the International Covenant on Civil and Political Rights.

Be it further resolved that a copy of this resolution be forwarded to the South Carolina Congressional Delegation.
