A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 11-11-155 SO AS TO PROHIBIT THE USE OF STATE APPROPRIATED FUNDS TO PURCHASE GOODS OR SERVICES FROM A PROVIDER LOCATED IN A JURISDICTION IN THE UNITED STATES IN WHICH SOME FORM OF GAMBLING IS LAWFUL THAT IS UNLAWFUL UNDER THE LAW OR CONSTITUTION OF THIS STATE.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. Article 1, Chapter 11, Title 11 of the 1976 Code is amended by adding:

"Section 11-11-155. No funds appropriated by the General Assembly may be expended to purchase goods or services for the State from a provider located in a jurisdiction in the United States in which some form of gambling is lawful that is unlawful if under the laws or Constitution of this State. This prohibition extends to funds appropriated to reimburse the travel expenses incurred for state officers and employees in their official duties."

SECTION 2. This act takes effect July 1, 1999.
