TO AMEND SECTION 2-7-60, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE STATE GENERAL APPROPRIATIONS ACT, SO AS TO PROVIDE THAT APPROPRIATIONS OR AUTHORIZATIONS FOR EDUCATION IN GRADES K-12 MUST BE CONSIDERED FIRST WHEN THE HOUSE OF REPRESENTATIVES AND THE SENATE CONSIDER THE ANNUAL GENERAL APPROPRIATIONS BILL ON SECOND READING AND WHEN THE SENATE CONSIDERS IT ON THIRD READING IF ANY UNRESOLVED K-12 APPROPRIATIONS REMAIN.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Section 2-7-60 of the 1976 Code is amended to read:
"Section 2-7-60. The General Assembly shall annually shall provide for all expenditures in the general appropriation appropriations act and the appropriations made for any department, institution, board, or commission shall be in a definite sum for each purpose or activity with such itemization under the activity as may be deemed necessary by the General Assembly.
Appropriations or authorizations for education in grades K-12 must be considered first when the House of Representatives and the Senate consider the annual general appropriations bill on second reading and when the Senate considers it on third reading if any unresolved K-12 appropriations remain."
SECTION 2. This act takes effect upon approval by the Governor.
