THE COMMITTEE ON EDUCATION

To whom was referred a Bill (H. 4016), to amend Section 59-47-10, as amended, Code of Laws of South Carolina, 1976, relating to the Board of Commissioners of the School for the Deaf and the Blind, etc., respectfully

REPORT:

That they have duly and carefully considered the same, and recommend that the same do pass with amendment:

Amend the bill, as and if amended, by striking all after the enacting words and inserting:

/ SECTION 1. Section 59-47-10 of the 1976 Code, as last amended by Act 323 of 1996, is further amended to read:

"Section 59-47-10. The Board of Commissioners of the South Carolina School for the Deaf and the Blind shall consist of ten thirteen members appointed by the Governor for terms of six years and until their successors are appointed and qualify. Each congressional district must be represented by one board member, who must be a resident of that district, and four seven members must be appointed at large from the State. Of the members appointed at large, one must be deaf, one must be blind, one must represent the interests of persons with multiple handicaps, three must be parents of students or former students of the school, one of whom must be the parent of a deaf child, one of whom must be the parent of a blind child, and one must be the parent of a child with multiple handicaps, and one shall represent the general public. Vacancies must be filled in the manner of the original appointment for the remainder of the unexpired term. The State Superintendent of Education and the Executive Officer of the Department of Health and Environmental Control are ex officio members of the board."

SECTION 2. This act takes effect upon approval by the Governor./

A BILL

TO AMEND SECTION 59-47-10, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE BOARD OF COMMISSIONERS OF THE SCHOOL FOR THE DEAF AND THE BLIND, SO AS TO INCREASE THE BOARD BY THREE MEMBERS WHO MUST BE PARENTS OF STUDENTS OR FORMER STUDENTS, ONE OF WHOM MUST BE BLIND, ONE DEAF, AND ONE MULTIHANDICAPPED.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. Section 59-47-10 of the 1976 Code, as last amended by Act 323 of 1996, is further amended to read:
