TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 59-53-35 SO AS TO PROVIDE THAT ANY PERSON GRADUATING FROM A HIGH SCHOOL IN THIS STATE DURING THE TIME THE SCHOOL DISTRICT IN WHICH IT IS LOCATED HAS BEEN DECLARED TO BE "IMPAIRED" BY THE STATE BOARD OF EDUCATION IS ENTITLED TO ATTEND ANY TECHNICAL COLLEGE IN THIS STATE TUITION-FREE, AND TO PROVIDE FOR PROCEDURES AND REQUIREMENTS FOR THIS TUITION EXEMPTION.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The 1976 Code is amended by adding:
"Section 59-53-35. (A) Any person graduating from a high school in this State during the time the school district in which it is located has been declared to be 'impaired' by the State Board of Education as provided by law is entitled to attend any technical college in this State tuition-free in the manner provided by this section provided the student meets all entrance requirements for the particular course of study he or she is undertaking.
(B) This tuition exemption may be claimed for not more than fifteen credit hours a semester or its equivalent and for a period of two full academic years at the technical college or until receipt of a two-year associate degree, whichever occurs first.
(C) As used in this section, 'tuition' means the amount charged for registering for a credit hour of instruction and shall not be construed to mean any other fees or charges or costs of textbooks.
(D) The State Board for Technical and Comprehensive Education shall administer the provisions of this section and has the authority to issue an exemption for tuition fees for up to fifteen credit hours per semester to high school graduates to which this section applies."
SECTION 2. This act takes effect upon approval by the Governor.
