    A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 59-53-35 SO AS TO PROVIDE THAT ANY PERSON GRADUATING FROM A HIGH SCHOOL IN THIS STATE DURING THE TIME THE SCHOOL DISTRICT IN WHICH IT IS LOCATED HAS BEEN DECLARED TO BE "IMPAIRED" BY THE STATE BOARD OF EDUCATION IS ENTITLED TO ATTEND ANY TECHNICAL COLLEGE IN THIS STATE TUITION-FREE, AND TO PROVIDE FOR PROCEDURES AND REQUIREMENTS FOR THIS TUITION EXEMPTION.
