A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 59-63-70 SO AS TO LIMIT TO SIX HUNDRED THE NUMBER OF STUDENTS ON EACH PUBLIC SCHOOL CAMPUS, TO REQUIRE REPORTING WHEN ENROLLMENT REACHES FIVE HUNDRED FIFTY, AND TO AUTHORIZE THE SCHOOL DISTRICT TO ISSUE WAIVERS ON A CASE-BY-CASE BASIS.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. The 1976 Code is amended by adding:

"Section 59-63-70. (A) No public elementary, middle school, junior high school, or high school may have more than six hundred students enrolled on any one campus. When a school reaches an actual or anticipated enrollment of five hundred fifty students, the school must submit a plan to the school district for maintaining compliance with this section. The district may grant a waiver on a case-by-case basis to schools exceeding the six hundred student enrollment limit.

Each school district annually shall submit to the Department of Education the enrollment status of each school campus, reports received of five hundred fifty student enrollment or anticipated enrollment and the accompanying plan, and waivers issued and the basis for the waiver.

(B) A school exceeding an enrollment of six hundred on any one school campus on July 1, 2000, is not required to comply with this section. However, the school shall submit to the district a comprehensive plan implementing fire, crime, and catastrophic occurrence prevention and safety."

SECTION 2. This act takes effect July 1, 2000, and applies to enrollment and projected enrollment beginning with the 2000-2001 school year.
