A CONCURRENT RESOLUTION

TO EXPRESS THE SORROW OF THE MEMBERS OF THE GENERAL ASSEMBLY AT THE UNTIMELY DEATH OF WILLIAM FLOYD, AFTER YEARS OF DEVOTED SERVICE AS CHAIRMAN OF ANDERSON COUNTY COUNCIL AND AS AN EDUCATOR.

Whereas, William Floyd died suddenly from a heart attack at the age of fifty-four, after a life of service to county government and to the county's schools; and

Whereas, Mr. Floyd is survived by a beloved wife, Gracie Seabrooks Floyd, and two sons, Gregory William Floyd and Kenneth William Floyd, and six brothers and three sisters; and

Whereas, William Floyd gave to his community for decades as chairman of Anderson County Council and as a teacher, a coach and administrator; and

Whereas, he was born in Laurens County as the son of a sharecropper and glassblower and grew up attending segregated schools but went on to make history as the first African-American to serve as an Anderson County Councilman and later as the council's chairman; and

Whereas, Mr. Floyd's numerous career accomplishments include, but are not limited to, service as was a mathematics and science teacher at T. L. Hanna High School for 18 years, an assistant principal for 10 years, a football, basketball and track coach and later director of the Anderson County Alternative School; and

Whereas, Mr. Floyd's devotion and dedication to educational excellence inspired the establishment of a scholarship in Mr. Floyd's name to benefit Anderson County Alternative School students who attend college; and

Whereas, he also worked tirelessly on the Appalachian Council of Governments, as chairman of the Education Committee, the Board of Directors, GMEAC and Royal Baptist Church in Anderson; and

Whereas, Mr. Floyd was an outstanding individual devoted husband, father, and educator and is highly deserving of recognition for the myriad of ways he gave to his community before his untimely death on Thursday, May 13, 1999. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That the General Assembly of the State of South Carolina, by this resolution, expresses sorrow at the death of William Floyd, chairman of Anderson County Council and longtime educator.

Be it further resolved that a copy of this resolution be forwarded to Mrs. Gracie Seabrooks Floyd.
