THE COMMITTEE ON WAYS AND MEANS

To whom was referred a Bill (S. 1042), to amend Section 1-11-720, as amended, Code of Laws of South Carolina, 1976, relating to entities whose employees and retirees are eligible for state health and dental insurance plans, etc., respectfully

REPORT:

That they have duly and carefully considered the same, and recommend that the same do pass with amendment:

Amend the bill, as and if amended, by adding two appropriately numbered SECTIONS to read:

/ SECTION __. Section 1-11-720(A) of the 1976 Code, as last amended by Act 100 of 1999, is further amended by adding an appropriately numbered item at the end to read:

"( ) the Pee Dee Regional Airport District."

SECTION __. A. The 1976 Code is amended by adding:

"Section 1-11-780. The Budget and Control Board, Office of Insurance Services, shall provide contraceptive prescription coverage under the State Health Plan."

B. Notwithstanding the general effective date of this act, this section takes effect July 1, 2001. /

Renumber sections to conform.

Amend totals and title to conform.

STATEMENT OF ESTIMATED FISCAL IMPACT

ESTIMATED FISCAL IMPACT ON GENERAL FUND EXPENDITURES:

$0 (No additional expenditures or savings are expected)

ESTIMATED FISCAL IMPACT ON FEDERAL & OTHER FUND EXPENDITURES IS:

$0 (No additional expenditures or savings are expected)

EXPLANATION OF IMPACT:

Since employees of the above entities are not considered state employees there will be no additional cost to the General Fund of the State nor on federal and/or other funds. LOCAL GOVERNMENT IMPACT:

1- It is estimated the housing authorities have approximately 980 active employees. Based on the weighted average cost of $3,505 per subscriber in the State Health Plan, there would be an annual cost of $3,434,900 to the authorities to include these employees in the State Health Plan.

2- The Greenville-Spartanburg Airport District has approximately 68 employees. Based on the weighted average cost of $3,505 per subscriber in the State Health Plan, there would be an annual cost of $238,340 to the Airport District to include these employees in the State Health Plan.

3- There is no information available on the number of employees working for cooperative educational service centers.

4- There are approximately 20 - 25 employees in the several soil and water conservation districts of the state. Based on the weighted average cost of $3,505 per subscriber in the state health and dental plans, there would be an annual cost of $70,100 - $87,625 to include these employees in the state health and dental plans.

5- There is no information available on the number of employees working for the special purpose districts that provide fire protection service in South Carolina.

A BILL

TO AMEND SECTION 1-11-720, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO ENTITIES WHOSE EMPLOYEES AND RETIREES ARE ELIGIBLE FOR STATE HEALTH AND DENTAL INSURANCE PLANS SO AS TO ADD THE EMPLOYEES AND RETIREES OF CITY, COUNTY, REGIONAL, AND CONSOLIDATED HOUSING AUTHORITIES.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. Section 1-11-720(A) of the 1976 Code, as last amended by Act 100 of 1999, is further amended by adding appropriately numbered items at the end to read:

"( ) housing authorities as provided for in Chapter 3, Title 31;

( ) the Greenville-Spartanburg Airport District;

( ) cooperative educational service center employees."

SECTION 2. Section 1-11-720(A) of the 1976 Code is amended to read:

"(7) special purpose districts created by act of the General Assembly that provide gas, water, fire, sewer, recreation, or hospital service, or any combination of these services;"

SECTION 3. Section 1-11-720(A) of the 1976 Code, as last amended by Act 100 of 1999, is further amended by adding a new item at the end:

"(19) soil and water conservation districts established pursuant to Title 48, Chapter 9."

SECTION 4. This act takes effect upon approval by the Governor.
