STATEMENT OF ESTIMATED FISCAL IMPACT

ESTIMATED FISCAL IMPACT ON GENERAL FUND EXPENDITURES IS:

Minimal/costs can be absorbed

ESTIMATED FISCAL IMPACT ON FEDERAL & OTHER FUND EXPENDITURES IS:

$0 (No additional expenditures or savings are expected)

EXPLANATION OF GENERAL FUND IMPACT:

The Department of Health & Environmental Control (DHEC) reports that the agency already has a curriculum and staff to provide the proposed services to the 2,700 to 2,800 unmarried women estimated to be in need of such services. DHEC is already working in collaboration with the Department of Social Services as provided in the Family Independence Act of 1995 to reach Medicaid-funded clients. Non-Medicaid funded mothers would have to be referred from the private provider community.

In regard to the study for a cost analysis of an educational program targeted toward males in the state, DHEC reports that staff would be identified to form an ad hoc committee to develop the relevant cost components. The report would include an analysis of state-wide need, a description of proven and effective strategies, and implementation costs.
