A JOINT RESOLUTION

TO DISAPPROVE REGULATIONS OF THE BOARD OF EDUCATION, RELATING TO CREATING MORE EFFECTIVE PARTNERSHIPS AMONG THE SCHOOLS, PARENTS, COMMUNITY, AND BUSINESS (REPEAL), DESIGNATED AS REGULATION DOCUMENT NUMBER 2032, PURSUANT TO THE PROVISIONS OF ARTICLE 1, CHAPTER 23, TITLE 1 OF THE 1976 CODE.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. The regulations of the Board of Education, relating to creating more effective partnerships among the schools, parents, community, and business (repeal), designated as Regulation Document Number 2032, and submitted to the General Assembly pursuant to the provisions of Article 1, Chapter 23, Title 1 of the 1976 Code, are disapproved.

SECTION 2. This joint resolution takes effect upon approval by the Governor.

SUMMARY AS SUBMITTED BY PROMULGATING AGENCY

We propose that this regulation be repealed in its entirety because it regulates an area that should be under the control of each local school district. Decisions in this area are best made by those who are closest to the students. This subject is addressed in statute, 59-44-10, Community Education as well as the 1993 Act 153, The Early Childhood Development and Academic Assistance Act. Local districts are required to develop policies; sets out specific procedures for districts to follow including written documentation of efforts.
