A JOINT RESOLUTION

TO APPROVE REGULATIONS OF THE DEPARTMENT OF LABOR, LICENSING AND REGULATION, BUILDING CODES COUNCIL, RELATING TO GOVERNMENT RESTRUCTURING AMENDMENTS AND RECERTIFICATION OF EXISTING BUILDINGS, DESIGNATED AS REGULATION DOCUMENT NUMBER 2384, PURSUANT TO THE PROVISIONS OF ARTICLE 1, CHAPTER 23, TITLE 1 OF THE 1976 CODE.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. The regulations of the Department of Labor, Licensing and Regulation, Building Codes Council, relating to government restructuring amendments and recertification of existing buildings, designated as Regulation Document Number 2384, and submitted to the General Assembly pursuant to the provisions of Article 1, Chapter 23, Title 1 of the 1976 Code, are approved.

SECTION 2. This joint resolution takes effect upon approval by the Governor.

SUMMARY AS SUBMITTED

BY PROMULGATING AGENCY.

The South Carolina Building Codes Council proposes regulations to conform with the provisions of the Restructuring Act. The proposed regulations add definitions of "council", "department", and "local building official", change "division" to "department" in several locations, remove vague and obsolete language, remove the reference to labeling in the field, remove reference to "entities" for the purpose of reciprocity, remove requirements for council to approve forms, remove reference to "licensed real estate developer", and add the language "or other security approved by the council" to be consistent with the statute.
