A JOINT RESOLUTION

TO PROVIDE THE LANGUAGE FOR THE EXPLANATION OF THE CONSTITUTIONAL BALLOT COMMISSION FOR THE AMENDMENT TO THE CONSTITUTION OF THIS STATE PROPOSED PURSUANT TO H.3809 OF 1999.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. Notwithstanding the provisions of Article 17, Chapter 7, Title 7 of the 1976 Code, the Constitutional Ballot Commission shall provide an explanation for the amendment to the Constitution of this State proposed pursuant to H.3809 of 1999 that reads substantially as follows:

"Motor vehicles, pickup trucks, motorcycles, boats, boat motors, and private planes are valued for property tax purposes at ten and one-half percent of fair market value. The amendment would reduce that ten and one-half percent to six percent over six years. If local governments do not increase millage rates, the amendment would reduce property taxes by forty-three percent over six years on motor vehicles, pickup trucks, motorcycles, boats, boat motors, and private planes."

SECTION 2. This joint resolution takes effect upon approval by the Governor.
