Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Notwithstanding any other provision of law, a license previously issued to a contractor with an expiration date of December 31, 1998, is valid until September 1, 1999. Licenses expiring December 31, 1998, must be renewed by April 1, 1999, or as otherwise provided in this joint resolution. After September 1, 1999, late renewal penalties must be applied in accordance with the provisions of Chapter 11, Title 40, in effect at that time.
SECTION 2. This joint resolution takes effect upon approval by the governor.
