A JOINT RESOLUTION

TO APPROVE REGULATIONS OF THE DEPARTMENT OF EDUCATION, RELATING TO PARENT-ORIENTED EDUCATION PROGRAMS (REPEAL), DESIGNATED AS REGULATION DOCUMENT NUMBER 1713, PURSUANT TO THE PROVISIONS OF ARTICLE 1, CHAPTER 23, TITLE 1 OF THE 1976 CODE.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. The regulations of the Department of Education, relating to parent-oriented education programs (repeal), designated as Regulation Document Number 1713, and submitted to the General Assembly pursuant to the provisions of Article 1, Chapter 23, Title 1 of the 1976 Code, are approved.

SECTION 2. This joint resolution takes effect upon approval by the Governor.

SUMMARY AS SUBMITTED

BY PROMULGATING AGENCY.

The department recommends that Regulation 43-265, Parent-Oriented Education Programs be repealed in its entirety. The Early Childhood Development and Academic Assistance Act of 1993 (Act 135) requires Parenting/Family Literacy programs which are more comprehensive and far-reaching. The current Regulation 43-265 is inconsistent with the provisions of Act 135 and there is new federal legislation that impacts on these programs.
