A JOINT RESOLUTION

TO APPROVE REGULATIONS OF THE BOARD OF EDUCATION, RELATING TO REQUIREMENTS FOR ADDITIONAL AREAS OF LICENSURE, DESIGNATED AS REGULATION DOCUMENT NUMBER 2403, PURSUANT TO THE PROVISIONS OF ARTICLE 1, CHAPTER 23, TITLE 1 OF THE 1976 CODE.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. The regulations of the Board of Education, relating to requirements for additional areas of licensure, designated as Regulation Document Number 2403, and submitted to the General Assembly pursuant to the provisions of Article 1, Chapter 23, Title 1 of the 1976 Code, are approved.

SECTION 2. This joint resolution takes effect upon approval by the Governor.

SUMMARY AS SUBMITTED

BY PROMULGATING AGENCY.

The State Board of Education promulgated amendments to Regulation 43-62, Requirements for Additional Areas of Certification. The amendment will clarify requirements for those individuals seeking a teaching certificate in South Carolina as addressed below. The proposed amendment will:

(1) Insert language to provide for the transition to new certification requirements.

(2) Insert language to move to performance standards based certification by 2003.

(3) Designate those areas no longer certified by the State Department of Education by July 1, 2000.

(4) Replace the term directed teaching with the term, student teaching.

(5) Designate the acceptable accreditation level for colleges and universities.

(6) Insert language for endorsement in tech prep and advanced placement.

(7) Indicate those areas not certified by the State Department of Education.

(8) Identify the vocational areas that will be moved to R43-63 Trades and Industry.

(9) Insert language identifying new areas and requirements for add-on certification.

(10) Insert amended language for middle level certification.

(11) Insert language to clarify and amend language for the masters +30 certificate.
