To whom was referred a Joint Resolution (S. 862), to approve regulations of the Board of Education, relating to textbook adoption regulation, designated as Regulation Document Number 2425, etc., respectfully

REPORT:

That they have duly and carefully considered the same, and recommend that the same do pass:

A JOINT RESOLUTION

TO APPROVE REGULATIONS OF THE BOARD OF EDUCATION, RELATING TO TEXTBOOK ADOPTION REGULATION, DESIGNATED AS REGULATION DOCUMENT NUMBER 2425, PURSUANT TO THE PROVISIONS OF ARTICLE 1, CHAPTER 23, TITLE 1 OF THE 1976 CODE.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. The regulations of the Board of Education, relating to textbook adoption regulation, designated as Regulation Document Number 2425, and submitted to the General Assembly pursuant to the provisions of Article 1, Chapter 23, Title 1 of the 1976 Code, are approved.

SECTION 2. This joint resolution takes effect upon approval by the Governor.

SUMMARY AS SUBMITTED

BY PROMULGATING AGENCY.

The South Carolina Education Accountability Act, passed by the General Assembly and signed into law by the Governor on June 10, 1998, states the criteria governing the adoption of instructional materials shall be revised by the State Board of Education to require that the content of such materials reflect the substance and level of performance outlined in the grade specific educational standards adopted by the State Board. Therefore, R43-70, Instructional Materials Adoption Regulations, needs to be amended to reflect the substance and level of performance outlined in the grade specific education standards.
