A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 1-11-185 SO AS TO REQUIRE EVERY TAX NOTICE, LICENSE RENEWAL NOTICE, AND SIMILAR NOTICE MAILED OR OTHERWISE DISTRIBUTED BY THE STATE OR POLITICAL SUBDIVISION OF THE STATE TO PROVIDE A PROMINENTLY DISPLAYED "HELP LINE" TELEPHONE NUMBER FOR ANSWERING QUESTIONS WITH RESPECT TO THE NOTICE AND TO REQUIRE THE STATE BUDGET AND CONTROL BOARD TO MONITOR THE IMPLEMENTATION OF THIS REQUIREMENT AND PROVIDE ADVICE ON COMPLIANCE METHODS.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. Article 1, Chapter 11, Title 1 of the 1976 Code is amended by adding:

"Section 1-11-185. Every tax notice, license renewal notice, or similar notice mailed or otherwise distributed by the State or a political subdivision of the State must provide a prominently displayed 'help line' telephone number for answering questions with respect to the notice. The State Budget and Control Board shall monitor the implementation of this requirement and provide advice to state agencies and political subdivisions on compliance methods."

SECTION 2. This act takes effect upon approval by the Governor.
