A BILL

TO AMEND SECTION 56-3-2350, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO AN APPLICATION FOR SPECIAL REGISTRATION FOR A BUSINESS THAT FACILITATES THE MOVEMENT OF CERTAIN VEHICLES, SO AS TO PROVIDE THAT THE PROVISIONS CONTAINED IN THIS SECTION APPLY TO A BUSINESS THAT TRANSPORTS OR RELOCATES A VEHICLE FROM A PREDETERMINED LOCATION TO A PREDETERMINED DESTINATION WITHIN A TWELVE-DAY PERIOD THAT IS VERIFIABLE BY AN AUDITABLE TRIP REPORT; AND TO AMEND SECTION 56-3-2370, RELATING TO THE TRANSFER OF TRANSPORTER LICENSE PLATES, SO AS TO PROVIDE THAT A TRANSPORTER LICENSE PLATE MAY BE USED FOR TRANSPORTING OR RELOCATING A VEHICLE FROM A PREDETERMINED LOCATION TO A PREDETERMINED DESTINATION WITHIN A TWELVE-DAY PERIOD THAT IS VERIFIABLE BY AN AUDITABLE TRIP REPORT.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. The introductory paragraph of Section 56-3-2350 of the 1976 Code, as last amended by Act 155 of 1997, is further amended to read:

"A person engaged in the business of transporting or relocating the vehicle from a predetermined location to a predetermined destination within a twelve-day period that is verified by an auditable trip report, or limited operation of motor vehicles to facilitate the movement of vehicles from a manufacturer to a dealer or distributor, or for the movement of vehicles to further the construction of cabs or bodies, or in connection with the foreclosure or repossession of these motor vehicles may apply to the department for special registration to be issued to and used by the person upon the following conditions:"

SECTION 2. Section 56-3-2370 of the 1976 Code is amended to read:

"Section 56-3-2370. Transporter license plates issued under this article may be transferred from vehicle to vehicle, but shall must be used only for the limited operation of vehicles in connection with transporting or relocating the vehicle from a predetermined location to a predetermined destination within a twelve-day period that is verified by an auditable trip report, in connection with the manufacture or construction of cabs or bodies, or with the foreclosure or repossession of vehicles owned or controlled by the registrant."

SECTION 3. This act takes effect upon approval by the Governor.
