A JOINT RESOLUTION

TO CREATE A COMMITTEE TO STUDY AND MAKE RECOMMENDATIONS TO THE GENERAL ASSEMBLY CONCERNING THE ESTABLISHMENT OF A GOVERNOR'S SCHOOL FOR TEACHING, LEARNING, AND TECHNOLOGY, TO PROVIDE FOR THE MEMBERSHIP OF THE COMMITTEE, AND TO REQUIRE THE COMMITTEE TO REPORT ITS RECOMMENDATIONS TO THE GENERAL ASSEMBLY BEFORE JANUARY 1, 2003, AT WHICH TIME THE COMMITTEE IS ABOLISHED.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. (A) There is created a committee to study and make recommendations to the General Assembly regarding the establishment of a Governor's School for Teaching, Learning, and Technology as a resource for all public schools in the State. The school shall conduct research and develop more effective educational practices and implement the most advanced educational research and practices currently available in public education in a demonstration campus and teaching academy. The school shall specifically address continuing advances in teaching, learning, and technology in its programs.

(B) The committee to study the establishment of a Governor's School for Teaching, Learning, and Technology shall examine and make recommendations concerning, but not limited to, the following:

(1) the location of the school which in order to provide equitable and geographical access to all public educators of this State for purposes of professional training shall be located within the boundaries of Richland or Lexington County on a site to be identified by the River Alliance and submitted to the study committee for its approval;

(2) the establishment of admissions criteria for students to attend the school from the several school districts of this State, including the two host school districts, Richland County School District One and Lexington County School District Two;

(3) a financial plan to delineate the responsibilities and financial obligations which apply to the two host districts and to the State of South Carolina for the purpose of establishing the campus and its various buildings and structures at the site selected;

(4) professional on-site and off-site training services and pre-service and in-service training programs and activities to be provided to teachers and other public educators of this State;

(5) the scope of the school's curriculum which shall include pre-kindergarten through year fourteen to emphasize the critical importance of early childhood development and the critical importance of facilitating successful transitions for adolescents into adulthood; and

(6) the manner in which the teaching academy shall be developed through a voluntary cooperative arrangement of colleges and schools of education at South Carolina post-secondary institutions that are nationally accredited according to the standards of the Commission on Higher Education.

SECTION 2. (A) The study committee shall consist of the following members:

(1) a chairman appointed by the Governor;

(2) one member from each of the six congressional districts appointed by the Governor;

(3) the chairman of the Board of Trustees of Richland County School District One or his designee to serve ex officio with full voting privileges;

(4) the chairman of the Board of Trustees of Lexington County School District Two or his designee to serve ex officio with full voting privileges;

(5) the State Superintendent of Education to serve ex officio with full voting privileges;

(6) the Executive Director of the Commission on Higher Education to serve ex officio with full voting privileges;

(7) the superintendents of Richland County School District One and Lexington County School District Two to serve ex officio without voting privileges.

(B) Members shall receive mileage, subsistence, and per diem allowed by law for members of state boards, committees, and commissions.

(C) In his appointments, the Governor shall seek to obtain the best qualified persons from the business, industrial, and educational communities and seek board membership that is broadly representative of the people of the State.

SECTION 3. Except for the chairman, the study committee shall elect those officers it considers necessary from its membership. The committee shall meet as often as necessary to discharge its duties before making its report to the General Assembly.

SECTION 4. The study committee shall submit its recommendations in a report to the General Assembly before January 1, 2003, at which time the committee is abolished.

SECTION 5. This joint resolution takes effect upon approval by the Governor.
