TO COMMEND DR. LEROY DAVIS FOR HIS MAGNIFICENT WORK AS AN EDUCATOR AND ADMINISTRATOR AND TO WISH HIM GREAT SUCCESS IN HIS FUTURE UNDERTAKING AS WELL AS MANY YEARS OF HEALTH AND HAPPINESS UPON HIS RETIREMENT AS PRESIDENT OF SOUTH CAROLINA STATE UNIVERSITY.

Whereas, Dr. Leroy Davis will end his tenure as President of South Carolina State University in 2002, having assumed the prestigious position in 1996 after many years of loyal and dedicated service to the university and its students; and

Whereas, Leroy Davis was born on May 24, 1949, in Orangeburg, South Carolina; he earned his bachelor's degree in biology from South Carolina State University in 1971, his Master's Degree in microbiology from Purdue University in 1972, and his Ph.D. in molecular biology from Purdue in 1979; and

Whereas, Dr. Leroy Davis is a devoted husband and father, and he and his lovely wife Christine are blessed with three loving children, Tonya, Javette, and Leroy, Jr.; and

Whereas, Leroy Davis came to South Carolina State University as a professor of biology in 1985; just two years later he became the Director of the Office of Institutional Self-Studies, and in 1990 he was named the Vice Provost for Academic Administration where he exhibited his exceptional ability to work closely with students, faculty, and the administration; and

Whereas, prior to becoming President of the South Carolina State University, Dr. Davis served as Vice President for Student Services and was responsible for admissions and recruitment, financial aid, residential life, student life and development, counseling and health services, career planning and placement, and was the National Collegiate Athletic Association Faculty Representative; and

Whereas, thanks to Dr. Davis' vision and determination, South Carolina State University recently received its ten year accreditation from the Southern Association of Colleges and Schools; and

Whereas, under the leadership of President Davis, South Carolina State University has greatly expanded its role as one of the state's finest institutions of higher learning, having initiated a bachelor's of science degree program in nuclear engineering, the first such new program nationally in the last fifteen years; established a University Center of Excellence in Transportation that received more than $30 million in funding; and established the Savannah River Environmental Sciences Field Station, the only such program in the United States devoted exclusively to undergraduate research; and

Whereas, President Leroy Davis has overseen significant changes in the physical face of South Carolina State University with the construction of a new $9.5 million Fine Arts Center in 1999 and major renovations to a number of campus facilities including Dukes Gymnasium, the Hodge Hall Science Building, Belcher Hall School of Business, the Martin Luther King, Jr., Auditorium, the Track and Field Complex, Felton Laboratory School, and the Whittaker Library; and

Whereas, South Carolina State University has experienced tremendous financial growth during Dr. Davis' tenure having established the Annual Scholarship Gala and Tribute with contributions increasing from $65,000 in 1996 to more than $470,000 in 2002; having acquired $26.1 million in capital improvement funds from the South Carolina General Assembly between 1996 and 2001; having successfully negotiated a one million dollar pouring rights contract with Coca Cola, Inc.; and Dr. Davis was greatly responsible for the university's largest ever private gift of $345,000; and

Whereas, some of Dr. Davis' most recent accomplishments as President of South Carolina State University include helping the university obtain its first NCAA certification of the Athletic Program "without conditions" in 2000, obtain a Top 10 ranking among Historically Black Colleges and Universities in the production of African-Americans earning baccalaureate degrees in 2001, and the development of a ten year facilities Master Plan in 2002; and

Whereas, Dr. Davis belongs to numerous professional organizations including the American Society for Microbiology, the American Association of University Professors, the National Institute of Science, the American Council on Education, and the Association of Governing Boards of Universities and Colleges; and

Whereas, Leroy Davis actively participates in many facets of community life, having served as a divisional co-chairman of the United Way, chairman of the Mt. Calvary Baptist Church Board of Trustees, and co-chair of the March of Dimes Walk-a-Thon; he is currently a member of the board of directors for the Indian Rivers Council of the Boy Scouts of America and a member of the WIS-TV Awareness Advisory Board; and

Whereas, the many outstanding achievements of Dr. Leroy Davis throughout his career as a teacher, administrator, and president at South Carolina State University are far too numerous to list; however, it must be noted that the leadership and commitment to excellence possessed by President Davis will be greatly missed by the students, faculty, administration, and alumni of South Carolina State University. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That the members of the South Carolina General Assembly, by this resolution, commend Dr. Leroy Davis for his magnificent work as an educator and administrator and wish him great success in his future undertaking as well as many years of health and happiness upon his retirement as President of South Carolina State University.

Be it further resolved that a copy of this resolution be forwarded to Dr. Leroy Davis of Orangeburg, South Carolina.
